We Americans are peculiar.  Most of us understand the science of Greenhouse Gas emissions and that they are ruining our climate and our health.   We keep being caught by surprise when the weather does something it has not done before.  Fifty years after a road was built near our house ,it was washed away in an August 2021 heavy rain.  This year the stream is dry; just bare rocks.  The road took until 7 months to repair.  So we all see the local impacts of a changing climate and unusual weather, but we don't want to change our way of life that emits all those Greenhouse Gases unless there is a financial incentive to do it.  The RGGI gives us all an incentive to reduce Greenhouse Gas emissions and its climate pollution.  When knowing we have a problem doesn't seem to be enough to cause us to react, we know we respond when given a financial incentive.   It's very peculiar behavior, and that's why we need the RGGI.
