Virginia's participation in RGGI provides vital funding for energy efficiency and housing programs that reach the Commonwealth's most vulnerable citizens. As a resident in VA and a social scientist and evaluator of energy efficiency programs nationally, I know the impact that energy efficiency and weatherization programs can have on communities and households. Virginia is a leader in the region in our climate policies, leaving the RGGI would be a step in the wrong direction.
