The RGGI is better than absolute industry regulation and much better than no action.  I encourage Governor Youngkin to keep Virginia in the RGGI - a market-driven approach to addressing carbon emissions.  If the Governor can propose a more effective solution, there might be support for that, but to abandon the RGGI without an alternative would take Virginia and the region back decades.  Hang in there, Gov.
