Governor Youngkin,

Passed in 2020, RGGI has proven to be an effective method for lowering greenhouse gas emissions from electric utilities. RGGI provides an incentive for utilities to aggressively reduce greenhouse gases now and in the future. The proceeds are allocated to local communities to address climate change induced floods and to weatherize homes in low income communities - which reduces energy bills and greenhouse gas emissions.  In the first year, Virginia communities received over $228 million from RGGI.  This is the direction that Virginia should be moving, minimizing greenhouse gas emissions AND mitigating the effects of climate change on the communities that need it most. I support RGGI! LET'S KEEP RGGI IN PLACE!
