After studying RGGI and alternative plans for several years, I was one of the many citizens who advocated for it with members of the General Assembly.  It's working.  People and industries are paying attention to carbon emissions.  Some big emitters are paying into RGGI, and the funds are used for popular projects around the Commonwealth.  Why would Virginia quit?
