Governor Youngkin does not have the legal authority, nor the moral authority to withdraw Virginia from the RGGI. Neither does the Virginia Air Pollution Control Boards have the authority legal or moral. We are experiencing climate change right now and we need the RGGI funds to fight the destruction of floods now and in the future. The RGGI is working in conjunction with other recently passed climate legislation, and is helping in efforts to combat climate change.  We must to all we can to preserve the environment now and for future generations.
