I am strongly opposed to Virginia withdrawing from the RGGI.  The program is good for the environment and good for the state.  In just one year, Virginia’s program has generated $228
million that is already being used to create more energy efficient affordable housing units, help low-income families reduce energy bills, and enhance community flood prevention and
protection efforts.  We must continue to reduce our greenhouse gas emissions while also helping our community, and the RGGI does both.
