Virginia's participation in RGGI brings multiple benefits to Virginia residents at minimal cost. No reasonable person who pays attention to the both the welfare of the citizens and the welfare of the environment would reject this program. If the program can be improved in any way, let's work together to strengthen and enhance it. 

Withdrawing from RGGI without an even stronger program to replace would be against everyone's interests.
