The Regional Greenhouse Gas Initiatve is of great benefit to both Virginia and its residents
 

Virginia should continue to participate in RGGI, which has proven to be of great benefit to the Commonwealth and its residents, both because it leads to reduced emissions and because it provides funding for important programs like flood planning.  Not surprisingly given its benefits, RGGI enjoys broad public support.  And perhaps most importantly from the legal perspective, Virginia's participation in RGGI is mandated by state law; this Administration cannot simply decide to withdraw Virginia though regulation because it doesn't like the law.

Please spend your energy on improvements to regulations that comply with the law and will actually save Virginians money, such as reforming the rate structure for monopoly utilities.
