do not leave RGGI
 

Virginia should not leave RGGI.  It makes economic sense, both in the short term (given the use of funds) and in the long term (given the costs of climate change, which it helps to combat).  It benefits people who would not otherwise have the funds to address flooding and other impacts of climate change in the near term, at minimal cost to others across the state. The legislature acted for Virginia to join RGGI, and withdrawal should only happen if the legislature were to reverse its decision.
