I support the proposed regulatory change for children.  Children in foster and institutional care need permanent, loving homes and families.  Please approve these regulations to increase the options children have to access a loving home.

On a personal note, my partner and I have been parents to a wonderful 13 year old in Chesterfield Virginia.  She is kind, caring, and a leader in her middle school because of, not in spite of, her being raised in a loving family.  Please allow all children a chance for a loving family.
