Please put the child's interests first when considering where to place a child, whether foster home, adoptive, or biological parents.  That means do not discriminate against children or prospective parents based on race, religion, sexual orientation, gender, political or religious beliefs.  Age and disability should only be considered in relationship to taking care of a specific child; these things should not automatically eliminate prospective parents.

Social Services needs to restore protection against discrimination to the final rules for state-licensed facilties.
