RGGI Funds Provide Critical Services and Benefits

Due to the passage of the Clean Energy and Community Flood Preparedness Act Virginia is participating in the Regional Greenhouse Gas Initiative and receiving funds based on proceeds from carbon auctions.  A portion of these funds have been designated for the Weatherization Deferral and Repair (WDR) program and are being used by the non-profit agencies who deliver WAP services in order to address jobs that have been deferred so these homes can now be weatherized. So by being able to weatherize these homes not only will more individuals and families in need receive services but greenhouse gases will be reduced, energy bills lowered, and homes will be healthier and safer.

To date based on data provided by the Virginia Department of Housing and Community Development (DHCD):

  • $15.2 million has been obligated through agreements with the WAP program in Virginia.
  • 473 jobs have been approved.
  • 255 jobs have been completed.
  • $3,574,194.96 has been expended.
  • $6,697,227.96 is total of estimated housing repairs.

So the process is working, an important need is being met, more homes will now be weatherized, local economies are being supported, and low-income families and individuals are being served in a way that benefits everyone. And the program has just begun!

Let’s continue this work, which is being allowed due to the influx of RGGI funds and if necessary modify and improve the program moving forward. Eliminating a well -funded and successful program that is helping low-income families in our communities is a mistake and negates the opportunity to meet important needs and solve energy and environmental problems in the Commonwealth. Thank you.
