We're actually seriously discussing whether GLBT people should have protection against discrimination within child-placing agencies?  In 2011?  Really?

Of COURSE the answer is yes.  People should be judged on their merits, not their sexual orientations.  This is basic stuff, guys.   Please don't embarrass the Commonwealth.
