Stay in RGGI per Va. Code 10.1-1330
 

Leaving the RGGI by executive order is against the law per legislation passed by the Va. General Legislature per 

§ 10.1-1330. 

Also, such a move is very short sighted and not in the long term interests of Virginia. The entire US is being subjected to abnormal heat waves, flooding, storms etc. so exiting a program designed to help alleviate or offset carbon emissions is fool hardy.

The reasoning that the RGGI costs Virginian's money is specious as the RGGI returned over $200M to Va in recent years.  Consumers, of electricity or anything else, always pay the ultimate price of the commodity they're purchasing so justifying this move based on decreasing their costs is ignoring basic economics.
