Second comment in opposition to the continuing education requirement
 

Many states, including the largest, California, and important industrial states such as Pennsylvania, Massachusetts, Indiana, and Connecticut, as well as fast growing states like Arizona, Washington, Idaho, and Colorado do not require continuing education for professional engineers. Ironically many of the smallest and most economically insignifant states have such a requirement.

Imposition of this requirement will burden those professionals who actually need the license to seal plans in Virginia. However, it will in no way affect the status of those who became registered principally to obtain a credential that might enhance their employment opportunities if they are registered in one of the above states. 

Failure to comply would cause those solely registered in Virginia  to lose their professional engineering status. Those registered in the above states  would still have the credential  and would be able to use the title, Professional Engineer, in seeking employment,  to the detriment of Virginia job applicants.
