What's the Problem Being Solved?

This action raises more questions than provides answers.  Is there data that indicates the profession is in some way being underserved without the proposed continuing education requirement?  How can the public be assured that requiring continuing education will enhance professional engineering services in the Commonwealth?  What will be the curricula and who will approve it.  What will be the criteria to measure success and who will be qualified to provide such education?  What will be the qualifications required for the instructors?  Will the Board certify their qualifications and what will required of the instructors to achieve and maintain certification.  The whole idea is like a dog chasing its tail and I resonate with comments that portray this proposal as a money flinching exercise orchestrated by academicians dealing with declining engineering school enrollment.
