I vote No.  If, however, it is approved there should be a reduced requirement for advanced degrees in engineering.  For example, PHDs in enginnering should not have a requirement and Master degrees one half the requirement.  Any training should be state approved and there should be online training.  Over the years the continueing education courses I have received for the most part has been worthless.  Experience is the best teacher: therefore, if experience can be documented, it should also be counted.
