Since I am not aware of the timeline of this legislation, but from some comments it looks to me that it has passed.    So, I don't understand the process of this post mortem solicitation. Most of the comments ( I too agree)  oppose this requirements.   Hence, I think "REPEAL" is the word like the "driver abuser fee in VA "  a while ago.   I think the  solicitation  should have been done before passing the legislation.
