Best Handled Through Employment Chain Of Command
 

I don't believe programs such as the one proposed are best handled by a government agency.  Once you meet the minimum requirements for licensing, then it should be up to your supervisor / manager to ensure that your skills are up to the level as demanded by your position.  You received your license in the first place by the recommendations of your supervisors, your co-workers, and other professionals that you interacted with.  Training programs are always available for those that want to or need to enhance their skills and therefore their careers.  There are those who reach a plateau in their careers, are good at what they do, and are perfectly content at doing it until they retire.  If they start falling behind in technological advances, their supervisor should be the first to see to it that they advance their skills, or move to a different position.  Government mandated training is not the way to do it!
