I think continuing education is a good idea, and hope that all PE's are practicing it regardless of whether the regulations include a requirement. I do think, though, that thought should be given to be as flexible as possible in accepting webinars; mentoring; professional organization meetings, commitees and offices held; etc.  Please give careful consideration to accepting as many different forms of "education" as possible.
