What problem does this continuing education requirement solve?
 

Clearly, there must be a long history of problems which the board feels additional education will solve.   However, in my brief review of the enacted legislation I have failed to find the problems identified.  While I do not oppose education, if we knew the type of education required to eliminate the problem, perhaps the education (or training) would be more effective?  

Is it truley a lack of technical knowledge most practicing engineers are missing?  I suspect that is not the case as we would go out of business quickly if we were not technically competent.  So what issue are we trying to solve?
