In the initial years the requirements need to be less stingent than presented. Carry over credits should be allowed up to 50%; courses being taken in 2008 should be allowed toward first year credits; hour for hour credits for course work, seminars, workshops, professional conventions, serving on professional and association boards should be allowed; except for attendance I suggest assessments be dropped; annual retraining for certifications required by federal and state agencies should be allowed credit annually; the 21 days in too ridgid and exceptions shouled be granted liberally; many instructors do multiple courses and some credits should be allowed;
