I would suggest to look into how the Project Management Institute (PMI)'s continuing education requirement system is set up. Each PMP has to take 60 PDU's (Professional Development Units) over a three years time but pre-approved web based training is available on the web.  PE licenses of the engineers working for military or civilian firms should not be revoked simply because they will not be able to sit in a class at a Virginia school. A system like PMI's should be adapted.
