It is not apparent to me what problem we are trying to solve.  Although the requirementt statement imputes that continuing education would benefit the public, no substantive proof is given that they are currently being harmed.  Unless otherwise demonstrated, this is just another feel good requirement by bureaucrats that have too little do (or otherwise are not paying attention to more important matters).

As a certified Project Management Professional, I must demonstrate 60 hours of continuing education every two years to maintain that credential.  Pretty soon, I will be so busy maintaining certifications that I will have no time to do work.
