The Board has good intentions here but I don't believe this requirement will have the desired result.  I think the majority would do the minimum to fulfill the requirement resulting in no real benefit.  Further, given the very wide range of disciplines and even wider range of real world responsibilities, the likelihood that the continuing education experience will actually enhance a professional's skills beyond what we must keep up with to stay current, I believe is slim.
