Public safety justifies any usurpation. If a little regulation is good, then a lot of regulation must be great. Do not implement 18VAC10-20-683 Continuing Education Requirements for Renewal or Reinstatement. Upon what legitimate basis can the state coerce this additional burden? Fiat. The AG may find no constitutional flaw; however, simply passing constitutional muster does not ensure good policy. DPOR estimates a cost up to $1440 every two years. That cost will not be static. I think if the state values this additional educational requirement it should pay for it. It should pay for the course cost and for the value of my time, my life. I think that before the state can require this obligation it should demonstrate that such an added mandatory imposition actually yields better qualified professionals than we have now. Then the state should have to justfy its efficacy on a cost/ benefit basis. I bet neither can be shown. Control, Dependency, and Liberty..... One of these is incongruous with the other two.
