I am doing an assignment for a Political Science course at my University that requires me to find proposed rules and research them a bit.  I chose this proposed rule because I feel that it is necessary for building codes to constantly be updated in order to avoid innappropriately or insufficiently constructed homes that may not do well during a violent storm, or may not last for an extended period of time due to poor construction.
