Goverment will loose a chunk of money if they impose  this.  Quite a few of us never use the PE , but keep and pay for it  because  1) it is a sign of their achievement in their profession  2)  it equalizes him/her with all others in the field.  Lots of earlier comments by my esteemed colleagues suggest  this. 

In this time of tight  financial situation, hope right decision shall be made by the authorities.
