Most Engrs consider that continuing education is a necessity, to get ahead, but not by govt reg.
 

An Engr learns his craft largely from association with fellow engrs on the job. Taking mandated courses contributes very little to an engrs knowledge; however, their should be mandatory courses on ethics to be taken every 5 years, in  my  opinion. There could also be courses that aquaint engrs with project review procedures.  State and local govts are a labrenth, each agency, it seems,  have there own codes, rules and regulations. Learning the ins and outs of state and local govts is a lifetime learning experience!
