I am still amazed by the number of comments "voting no".  Folks, there is no option.  Virginia's General Assembly passed this into law with the 2006 session and DPOR is now charged with the responsibility of implementing the regulations to adhere to that law.  Comments to improve & refine the proposed regulations are hopefully being considered.  But otherwise, you are pass the point of wanting it to go away.
