If the Board wants to mandate a continuing education requirement to renew licenses then it should include your work experience as a practicing engineer.  A practicing engineer has no choice but to stay up to date on their skills and most engineering work places also incorporate training.  The continuing education requirements should consider the engineer's work in the field and job-related training.  In this way the engineer's who are not actually in the profession anymore will be the one's who are targeted with this requirement.
