Apply requirement only to newly licensed PE's
 

It is the State's pre-rogative to implement any licensing rules it sees fit. However, licenses already granted were done so under a de-facto agreement between the state and the licensee. The state says "this is what you must do" and the licensee says " I agree to do this and in return wil comply with your rules".  Changing the rules for existing licensess would be like buying a car, and then having the car dealer come to you a year later and ask for more money.  IF the state thinks CE is required, so be it- but only for new licensees who have not entered into their "agreement" with the state already.  Sidney Skjei, PE, Vienna, Virginia, practicing PE in the area of Broadcast Engineering and Satellite Communications.
