Having participated in several of these CEU requirements for various jurisdictions for engineers and contractors, I have found the courses useless and not very well thought out.  They are more designed to 'punch a ticket' and not to enhance anyone's ability relating to professional proficiency.  I will predict that any CEU format develped to satisfy this proposed regulation will follow the same scenario.  Part of the proposal should be course description and not just developing a proposal and then working backwards.  I predict another bureaucratic bungle.
