It appears that this is an exercise, if this has already passed. What is the point of these comments?

I find this requirement too much to want to deal with and too costly to afford. If you are going to change the rules you need to "grandfather" those already holding a license.

Change the rules for new applicants, who will know when they start out, what the rules are.
