Proposed Continuing Education needs a solid plan and benifit study

From what I have read this proposal lacks the basic planning and benifit study that should be looked at to evaluate the usefulness of forced continuing education. Where is the evidence that says PE's are lacking in there ability to keep current with todays needs as engineers. I see no plan that specifies the criteria for continued education and what the board is attempting to address with this requirement. I'm not against having continued education, it is a large part of my carreer with the Navy, however, it needs to be implemented with a purpose. I have not seen any information that points to the deficiencies of today's practicing PE's. The board need to esablish why it is requiring continued education and the measures by which it will effectively evaluate if it's meeting it's goal. How do you perseve the required courses or hours that are needed? From my perspective much work needs to be done before I would endourse such a plan.
