Maximize Flexibility and Minimize Administrative Burden
 

It appears, from the documents I have read, that CE is a mandate from the legislature.  At this stage, complaining about it and exhorting the board not to implement it seem like locking the barn door after the horse is out.  As an out of state licensee, I can't even complain to my legislator.  Enough said.

The important thing the Board can do NOW to best serve the public and the Professionals is to make the rules as flexible as possible.  Give professionals the maximum flexibility in choosing what courses best suit their particular needs.  Every practicing professional should know his/her strengths and weaknesses.  Who better to decide what really is really required to keep the professionals up to date than themselves?  Most states leave it up to the professionals to decide what courses are relevant to their practice.  Don't "pre-approve" courses or providers.  That limits choice, increases costs and decreases availability.  There are a wide variety of providers out there (in addition to the numerous technical and professional societies) who can meet the need.  And there are numerous activities (besides sitting in a seminar) that can meet the CE requirement.

Similarly, allow professional to maintain their own records of CE activity, but have them available for audit, if required.  If we can keep calculations and project data for 7 years (or longer), surely we can be trusted to keep course info for two years.  This reduces the burden on the board to implement the mandate AND reduces the amount of paperwork required to renew licenses.  Keep the rules close to the NCEES model and I believe everyone would be better served.
