Although it sounds like a good idea to have some form of CE, it will be very difficult to comply with this mandatory requirement for the engineers working outside the United States. It is not even clear if web based CE will be accepted by the Board. Therefore, even if the idea is good, it seems not well thought through and will become a major problem for the PE holders working overseas.
