I think maintaining a level of CE that is similar to other states is a good idea.  For younger engineers, it may expose them to more specific areas that undergraduate degrees can't offer.  For older engineers, it may just help curb the "I've designed this way for 30 years" mentality and actually get them up to code.  I do hope that the state sets some kind of acceptance criteria of the credits so that we don't go around wasting time and money on classes that won't be accepted.
