I fully understand the idea of continuing education.  However, there needs to be a 'grandfather' provision for those currently in the system and exceptions, from the requirements, for those currently in the system.

A couple examples: 

Retirees.....do  you want to lose this revenue?  Most retirees will stop renewing versus do the education.  There should be an exception for those retired.  They aren't practicing.....why continue education?  Why should they lose their certification now?

Graduated requirements.....for example, those in the system for 25  years are exempt; those with 20 years experience  don't need to begin complying for 5 years; those in the system for 15 years, need to begin complying in 4 years, etc.  This seems only fair to those of us who have been practicing for a while.

Exceptions.....many of us don't actively practice engineering, but keep the certifications.  Wouldn't you want to keep the revenue for those who want to be certified, but not practice in the area?  You can certainly delineate a non-practicing engineer.

I believe a bit more thought needs to go into the various kinds of PEs that are out there and what you hope to obtain by this regulation.
