I support the proposal
 

I agree with and support this proposal 100%.  As a young PE with a very busy work and family life I don't always have a lot of time to pick up an ASHRAE journal or run to every seminar, as much as I would like. Making education mandatory is a great opportunity for all PEs, young and old,  to stay on top of emerging technologies and advances in our respective industries.  With so much focus on the environment I think its imperative that we all stay proactive.  If its optional then it tends to get put off more often than not.  Years pass and folks get stuck in a particular way of doing things which may not always be the most efficient or effective way.  This creates even more resistance to change.
