Description This regulation is required to implement the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended (42 USC § 4601 et seq.) in order for the Virginia Department of Transportation to receive federal financial assistance. The regulation provides for relocation benefits and advisory assistance to persons displaced by a highway construction project and ensures they are treated fairly and equitably.

Goals of Regulation The goals of the regulation are:

·To comply with the requirements of federal and state law;
·To ensure that the implementation of the regulations is uniform and consistent statewide;
·To administer relocation services to displacees in a fair, impartial manner;
·To ensure that the provisions of the regulations are clearly understood by all participants; and
·To protect the public’s health, safety, and welfare with the least possible cost and intrusiveness to the citizens and businesses of the Commonwealth.
