The purpose of this action is to amend the Virginia Soil and Water Conservation Board’s Virginia Stormwater Management Program (VSMP) Permit Regulations to establish criteria to protect the quality and manage the quantity of stormwater runoff to state waters, criteria for the administration of a local stormwater management program, processes and procedures for Board approval of a qualifying local program, and local program oversight and implementation criteria for the Board and the Department. |
