Pursuant to Code § 4.1-103(21), the Virginia Alcoholic Beverage Control Authority (“VA ABC”) is responsible for conducting hearings when licensees are charged with violating a provision of the Alcoholic Beverage Control Act, Code §§ 4.1-100 et seq., and VA ABC regulations.  Effective August 15, 2026, VA ABC will begin implementing a process to conduct select hearings virtually subject to consent of the licensee, VA ABC, and Administrative Law Judge.  Video and audio participation will be required for all participating in the hearing.  Parties consenting to a virtual hearing must acknowledge that they knowingly and willingly agree to participate, possess the requisite technological capabilities, and waive their right to appeal based on technical issues.  If the any members of the public would like to attend a virtual hearing, the public must email the Clerk’s Office at hearing@virginiaabc.com to obtain the link for the hearing.
