stage, a Time Frame Waiver must be granted by the Governor's office.

Agency Reason: Development of this proposed regulation necessitated a great deal of stakeholder involvement and numerous meetings in order to reach consensus. The process of effectively engaging stakeholders took longer than originally anticipated. That, along with competing demands on the time of VDH staff responsible for drafting the proposed regulation, resulted in VDH being unable to meet the 180 day deadline.
