hospitalization, outpatient treatment, or both; have access to meetings of the State
Board; State Human Rights Committee (SHRC); and all Local Human Rights Committees
(LHRCs) via electronic video/tele-conference pursuant to §2.2-3708 and §2.2-3708.1.
