Notice of Virginia Beach Wetlands Board Public Hearing
A Public Hearing of the Virginia Beach Wetlands Board will be held on Monday, June 15, 2026
at 10:00 a.m. in the Council Chamber – 2401 Courthouse Dr., Municipal Center, Bldg. 1, Second
Floor, Virginia Beach, VA. A Staff briefing session will be held at 9:00 a.m. in the City Manager's
Conference Room 2034. All interested parties are invited to attend.
The following requests are scheduled to be heard:
New Business
1. Nir Horev [Applicant & Owner] To construct a rip rap revetment involving wetlands and a
boat house at 1512 McCullough Ln, contiguous to Broad Bay – GPIN 2409917435 –
District 6.
2. Christopher T. & Diana F. Bennett Trust [Applicant & Owner] To construct bulkheads,
return walls, and add rock to the existing rip rap involving wetlands at 1344 Carolyn Dr,
contiguous to Linkhorn Bay – GPIN 2418203015 – District 6.
3. Christopher Quigley [Applicant & Owner] To construct bulkheads, return walls, a rip rap
revetment, and add rock to the existing revetment involving wetlands at 1845 N Alanton
Dr, contiguous to Broad Bay – GPIN 2409535586 – District 6.
4. James Cottrell [Applicant & Owner] To construct a bulkhead, rip rap revetments, add rock
to the existing rip rap, and modify the boat ramp involving wetlands at 1501 McCullough
Ln, contiguous to Linkhorn Bay – GPIN 2409915161 – District 6.
5. Baron Miller [Applicant & Owner] To construct a bulkhead involving wetlands at 1516
Duke of Windsor Rd, contiguous to Linkhorn Bay – GPIN 2418071505 – District 6.

be examined by appointment in the Planning Department at 2403 Courthouse Dr., Municipal
Center, Bldg. 3, Virginia Beach, VA 23456 or online at VirginiaBeach.gov/wetlands once Staff
Reports are posted to the Board webpage. Staff Reports will be available on the webpage 5
