Pursuant to Chapter 13 of Title 28.2 of the Code of Virginia, you are hereby notified that a public hearing will be held by the Virginia Marine Resources Commission (VMRC) at their meeting beginning at 9:30 a.m. on Tuesday, December 2, 2025, in the Commission meeting room at 380 Fenwick Road, Building 96, Fort Monroe, to consider an application submitted by Upper Brandon Tidal Mitigation Bank, LLC to mechanically dredge 1,098 square feet of nonvegetated wetlands and 23 cubic yards of state-owned submerged lands, on an as-needed basis, to create a connecting channel from the James River to the proposed tidal wetlands mitigation bank site at 1802 Upper Brandon Road in Prince George County.  The project requires a Tidal Wetlands Permit.  To view the project drawings please open 2025-1892 in the following link: https://webapps.mrc.virginia.gov/public/habitat
