The Wetlands Board of the City of Portsmouth, Virginia will hold a public hearing on Wednesday, June 4, 2025, at 3:30 P.M. in the Sixth Floor Conference Room of City Hall, 801 Crawford Street, Portsmouth, Virginia to review a wetlands violation for the installation of concrete rubble and debris impacting tidal wetlands at 101 and 103 West Road along the Western Branch of the Elizabeth River.

101 and 103 West Road, also referenced as Tax Map 368, Parcels 15 and 15.1
II. PROPERTY OWNER

III. PURPOSE
Wetlands Board to determine whether the property is in violation of Chapter 39 (Wetlands Ordinance) and, if applicable, determine appropriate restoration measures and/or provide for the one-time payment of civil charges.
IV. RECOMMENDATION
Deferral - Staff recommends a 30-day deferral for consideration of this violation. The homeowners have removed a significant amount of the concrete blocks and debris from the site since the initial violation, and it is unclear if the remaining debris is located within the intertidal zone. Staff is recommending deferral to allow the Virginia Institute of Marine Science (VIMS) to conduct a site visit and provide a recommendation. A site visit with VIMS is tentatively scheduled for May 30, 2025.
