The Chesapeake Bay Preservation Act (Bay Act) and accompanying Regulations provide for DEQ’s oversight of the 84 Tidewater localities Bay Act programs through locality program reviews. These reviews occur on a five-year cycle, if feasible, and are designed to ensure that locality programs are consistent with the Bay Act and the Regulations and that any identified deficiencies are addressed.

The Compliance Review Procedures Manual 2024 (Compliance Review Manual) provides the process for DEQ staff when conducting locality compliance reviews to ensure consistency in the review process including adequate documentation of all activities associated with that process. The Compliance Review Manual also assists localities with understanding the compliance review process.

Prior to finalizing the Compliance Review Manual, DEQ is providing an informal comment opportunity. Additional information and materials for public review and comment are available on the DEQ website at:
